    It turns out The so-called Committee for Justice  has found “that no rules or laws were broken by Republican staffers who exploited a computer glitch on a shared server that allowed them to access memos written by their Democratic counterparts without having to enter a password.”
    So there you go. Not only is it perfectly acceptable to download and distribute files that don’t belong to you, but you can do so without the original owner’s permission.
